    Clean the chicken. Before the water boils, add scallion, ginger, and cooking wine to the pot. Once the water is boiling, add the chicken and cook for 10 minutes. Do not overcook—the chicken should remain tender. Transfer the cooked chicken immediately to cold water, preferably ice water, to tighten the skin and keep it tender and firm.

    Finely chop the scallion, ginger, and garlic. Heat oil in a pan, then add the chopped scallion, ginger, and garlic and stir-fry until fragrant. Turn off the heat and pour the hot oil over the chili powder to make chili oil (red oil). If you don't have a strainer, remove the solids first, then pour the oil over the chili powder. Remove the chicken from the ice water, drain, cut into pieces, and place on a plate.
